Albert Janin, SILA's first president, gave this address a few months after its creation. It forms the basis of Chapter three and is as good an introduction as any to the original aims of SILA.
Sadly Albert Janin was soon to pass away, but not before he had laid the foundations of SILA. The new president, Louis Lagrange, gave the above address to mark its 10th anniversary, see Chapter four.
